In a large saucepan brown the ground beef with a drizzle of olive oil. Cook for a few minutes until the beef is well colored and drain.
Add the onion, bell pepper and El Paso Tex-Mex spices and continue cooking for 2 to 3 minutes. Then add the diced tomatoes, chicken broth, milk and pasta. Cover and continue cooking for about 15 minutes or until pasta is cooked through.
Then add the grated cheese, salt and pepper to taste and continue cooking for 5 to 10 minutes.
Serve with sliced green jalapenos and sprinkle with green onions.
